To offer a specific bundle discount only to specific segment of your customers, simply create a bundle in Bundler app and restrict it so that it's discount can only be applied to orders from customers which are tagged with a specific tag. 

You can set this up directly in the bundle configuration, under the setting with a title “This discount can only be claimed by customers tagged with any of the following tags.”
